The Local Authority Flexible Eligibility (LA Flex) scheme is part of the UK’s Energy Company Obligation (ECO) initiative, designed to help households improve energy efficiency. It targets those not receiving means-tested benefits but living in fuel poverty or on a low income and vulnerable to cold homes12. Eligibility criteria include a household income below £31,000, specific health conditions, or an EPC rating of D-G13.
